The Centre for Excellence in Financial Inclusion (CEFI) was established in 2013 and approved by the National Executive Council (NEC), as the industry apex organization to coordinate, advocate and monitor all financial inclusion activities in PNG. CEFI’s Mission is to promote excellence in financial services, innovation in delivery channels and facilitate financial education. In line with this mission, CEFI’s key roles and responsibilities are focused on coordinating all financial inclusion activities and initiatives in PNG. CEFI is working with key stakeholders, including financial institutions, government organizations and agencies, educational institutions, NGOs, faith-based organizations, mobile phone operators, companies and services providers as a platform to achieve  financial inclusion. The expected outcome of CEFI’s coordination work and collaborations with stakeholders is to ensure that financial services reach the 75% of the unbanked population in PNG.

To achieve its mission CEFI is now recruiting staff with the right skill sets and competencies to fill the following key vacant positions:

Duties and Responsibilities:

The Manager, Communication and Stakeholder Mobilisation directly reports to/is accountable to the CEFI Director and is responsible for the following specific duties and responsibilities:

  • Overseeing all communications and engagement activities on specified project (s), including planning and delivering activities, coordinating communications and engagement communities and/or external service providers progressively and collaborating with other Communications & Stakeholder Engagement functions to coordinate services to the project(s);
  • Supporting the delivery of the organisation’s communication strategy and effectively collaborating with the CEFI Director and Management team;
  • Developing and coordinating the full range of communication activities with range of key stakeholder audiences and potential donors;
  • Coordinating and overseeing the development and implementations of CEFI communication Strategy and work plan;
  • Reviewing and producing CEFI Publications and or preparation of communications collaterals including annual reports, brochures, newsletters, media release & website content, correspondence, consultation documents, briefing notes, and its visual identity;
  • Providing leadership to the project team(s) by demonstrating the value and benefits of well designed, strategic and innovative engagement and communications strategies;
  • Demonstrating CEFI’s corporate values of vision, courage, collaboration and accountability;
  • Developing strategies for managing and negotiating positive outcomes where complex stakeholder particularly community, engagement matters exist;
  • Compiling budget and work plans for the team and ensuring their implementation and the development of the CEFI staff capacity;
  • Preparing and managing budgets and timelines to achieve the engagement and communications objectives of the project(s).

Expected Competencies:

  • Possess a Bachelor in Business Management, Communication or related field;
  • Minimum of 5 or more years’ management experience in communications and donor corporate relations will be an advantage;

  • Proven experience in the successful delivery of communication strategies, particularly in relation to difficult and complex issues with competing stakeholder interests;
  • Proven technical knowledge and skills in stakeholder communication and ensuring that key deliverables meet quality standards and business requirements;
  • Demonstrates exceptional communication and presentation skills to effectively manage relationships with a wider arena of interested parties and stakeholders;

Duties and Responsibilities:

The Accountant directly reports to and is accountable to the Director and is responsible for the following specific duties and responsibilities:

  • Establish, implement and maintain an independent CEFI financial management and accounting system to support the efficient and effective implementation of CEFI financial inclusion program activities.
  • Provide leadership in the set-up of the CEFI office accountability system and processes, including payment authorization procedures.
  • Provide advice and direction to the Director on key aspects of the financial management to ensure consistency and conform to relevant government and statutory laws and regulations.
  • Ensure systems of control for payments are in place and enforced to ensure proper accountability is maintained
  • Work closely with the Director in preparing periodic financial status reports for submission to CEFI Director for presentation to CEFI Board and relevant stakeholders.
  • Prepare monthly reports on status of cash at the bank, income and expenditure and capital assets statements.
  • Maintain monthly reconciliation of CEFI bank accounts and provide advice for replenishment actions where required.
  • Prepare the annual CEFI budget and ensure day to day expenditure is correctly coded to relevant chart of accounts and charged under the correct budget line item.
  • Provision of accurate and timely financial information to support CEFI annual audit process, including follow-up actions as required by the audit reports.
  • Ensure all IPA and taxation requirements for CEFI operation as an Association Incorporation are filed with the relevant agencies, including staff payroll tax and GST payment and refund reports and submissions.
  • Ensure proper filing and retrieval system for all payments and supporting vouchers.
  • Other duties as directed by the Director.

Expected Competencies:

  • Bachelor in Accounting, Finance or a related field and CPA qualified
  • Have similar work experience in a related field, with 5 years in financial management.
  • Understanding of accounting standards and code of practice in PNG, government PFM Act, procurement processes and accountability structures.
  • Proficiency knowledge in personal income tax and  GST reimbursement requirements
  • Good computer skills in X-cel, word and MYOB accounting software application.
  • Ability to set-up and manage FMAS system independently
  • Computer literate in MS applications (word, excel) and vast knowledge of accounting software including MYOB
  • Understanding of preparing financial statements pertaining to Association incorporation and other statutory financial reporting requirements, including IPA returns, IRC taxation requirements and shareholders reporting requirements.
